ศูนย์วิทยาศาสตร์ฮาลาล จุฬาลงกรณ์มหาวิทยาลัยเริ่มต้นโดย รศ.ดร.วินัย ดะห์ลัน ใน ปีพ.ศ.2538ในรูปห้องปฏิบัติการวิทยาศาสตร์ขนาดเล็กในคณะสหเวชศาสตร์จุฬาลงกรณ์มหาวิทยาลัยโดยพัฒนางานด้านนิติวิทยาศาสตร์ฮาลาลขึ้นเพื่อคุ้มครองผู้บริโภคทั้งมุสลิมและมิใช่มุสลิม ขยายตัวเติบโตขึ้นเป็นลำดับได้รับการประกาศเกียรติคุณว่าเป็นหน่วยงานด้านวิทยาศาสตร์ฮาลาลแห่งแรกในโลก
ศูนย์ฯ พัฒนางานด้านวิทยาศาสตร์เทคโนโลยีและนวัตกรรมฮาลาลอย่างต่อเนื่องขยายเครือข่ายครอบคลุมงานวิทยาศาสตร์ฮาลาลหลายสาขากระทั่งได้รับรางวัลระดับนานาชาติหลายชิ้นมุ่งมั่นดำเนินงานเพื่อความปลอดภัยด้านกายภาพและจิตวิญญานของผู้บริโภคมุสลิมทั้งในประเทศและทั่วโลกตามแนวทาง “ชารีอะห์รับรองวิทยาศาสตร์รองรับ”
ปัจจุบันศูนย์ฯ มีสำนักงานให้บริการในพื้นที่ภาคใต้ คือสำนักงานปัตตานี และพื้นที่ภาคเหนือ คือสำนักงานเชียงใหม่
