A ANPM é fruto do idealismo dealgunsProcuradores Municipais que, reunidos no Hotel Everest, emPortoAlegre/RS, em 1998, durante a realização do XXIV EncontroNacionalde Procuradores Municipais, decidiram criar uma entidadenacionalque representasse a categoria dos Procuradores Municipais.Nesta reunião, foi escolhida uma Diretoria Colegiada para aANPM,sendo constituída pelos colegas Darcio Augusto Chaves deFaria (Riode Janeiro/RJ), Adib Salim (Vitória/ES), HeloísaKromberg (SãoPaulo), Paulo Jensen (Curitiba/PR), Mário Guterres(Porto Velho/RO),Cássia Bulhões (Natal/RN), Paulo de Tarso VernetNot (PortoAlegre/RS) e Tatiana Mariz (Recife/PE).Em 2000, no XXVI Encontro Nacional de ProcuradoresMunicipais,realizado em Vitória/RS, a ANPM teve o seu primeiroPresidente,Adib Pereira Netto Salim, sendo sua Vice-Presidente,Tatiana Mariz.O mandato da Diretoria foi de dois anos. Somente emmarço de 2001,em Vitória, foi efetuado o registro do Estatuto daANPM.Em 2002, durante o XXVIII Encontro Nacional deProcuradoresMunicipais, em Natal/RN, foi eleita nova Diretoria,tendo comoPresidente Evandro de Castos Bastos (Vitória/ES),Vice-Presidente,Celina Lobo (Natal/RN), Primeiro-Secretário,Custódio Amaro Roge(Santos/SP), Segundo-Secretário, Renato MárioBorges Simões(Salvador/BA), Primeiro-Tesoureiro, Adib Pereira NettoSalim(Vitória/ES), Segundo-Tesoureiro, Majoly (Curitiba/PR).A atual Diretoria, cujo mandato termina em 31 de julho de2004,incentivou a filiação de novos colegas, a criação do grupodediscussão pela Internet, o aprimoramento do site, a ediçãodevários números de jornais impressos e via Internet, aparticipaçãoem diversos eventos, em Campo Grande/MS, emQuissamã/RJ, emGuarapari/ES, em Fortaleza/CE, em Brasília/DF, emCuritiba/PR, emPalmas/TO. A ANPM tem trabalhado também pelofortalecimento daAdvocacia Pública de todas as esferas de governo.Por isso, é umadas entidades signatárias da UNAP - União Nacionalda AdvocaciaPública, que congrega os Procuradores Municipais,Estaduais e oscolegas da União.Hoje a principal luta da ANPM é pela aprovação da PEC153/2003,que prevê a inserção no texto constitucional da categoriadosProcuradores Municipais. A mencionada PEC foi apresentadapeloDeputado Federal Maurício Rands (PT/PE) após tê-la recebidopelasmãos do Presidente da ANPM durante a realização do XXIXEncontroNacional de Procuradores Municipais, em Fortaleza/CE.Recentemente,foi designado relator da PEC 153/2003 o DeputadoFederal JoséEduardo Martins Cardozo (PT/SP).Os Procuradores Municipais objetivam, com a aprovaçãodamencionada PEC, o fortalecimento da Advocacia Pública, tambémnoâmbito municipal, permitindo-se um adequado controle delegalidadedos atos da Administração e uma melhor qualificaçãodessesprofissionais responsáveis pela defesa dos agentes políticos,noexercício de funções públicas.Evandro de Castro Bastos - Ex-Presidente da ANPMThe ANPM is the resultofthe idealism of some municipal attorneys who gathered at theHotelEverest in Porto Alegre / RS, in 1998, during the XXIVNationalMeeting of Municipal Attorneys, decided to create anational bodyto represent the category of Municipal Attorneys.In this meeting, a Board of Directors was chosen for theANPM,being made by colleagues Darcio Augusto Faria de Chaves (RiodeJaneiro / RJ), Adib Salim (Vitória / ES), Heloise Kromberg(SãoPaulo), Paul Jensen (Curitiba / PR ), Mário Guterres (PortoVelho /RO), Cassia Bouillon (Natal / RN), Paul of Tarsus Vernet Not(PortoAlegre / RS) and Tatiana Mariz (Recife / PE).In 2000, the XXVI National Meeting of Municipal Attorneys,heldin Vitoria / RS, the ANPM had its first president, AdibSalimPereira Neto, and its Vice-President, Tatiana Mariz. Only in March 2001 in Victoria,it was madethe record of the Statute of ANPM.In 2002, during the XXVIII National Meeting ofMunicipalAttorneys, in Natal / RN, new Board was elected, with thePresidentEvandro Chaste Bastos (Vitória / ES), Vice-President,Celina Wolf(Natal / RN), First Secretary Custódio Amaro Roge(Santos / SP),Second Secretary, Mario Renato Borges Simões(Salvador / BA), PrimeTreasurer, Adib Salim Pereira Netto (Vitória/ ES), Co-Treasurer,Majoly (Curitiba / PR).The current Board, whose mandate expires on 31 July2004,encouraged the affiliation of new colleagues, the creation oftheInternet discussion group, the improvement of the site,editingvarious numbers of printed newspapers and Internet,participationin various events in Campo Grande / MS in Quissamã /RJ inGuarapari / ES, in Fortaleza / CE, in Brasília / DF, inCuritiba /PR, Palmas / tO. The ANPM has also worked for thestrengthening ofPublic Advocacy of all levels of government. So itis one of theorganizations signing the UNAP - National Union ofPublic Advocacy,which brings together the Municipal Attorneys,State and colleaguesof the Union.Today the main event of the ANPM is the approval of PEC153/2003,which provides for the insertion in the Constitution ofthe categoryof Municipal Attorneys. Said PEC was presented byCongressmanMauricio Rands (PT / PE) after having received it fromthe hands ofthe President ANPM while performing the XXIX NationalMeeting ofMunicipal Attorneys, in Fortaleza / CE.
